Holly Schroeder, Chief Executive Officer
Holly Schroeder joined the Los Angeles Ventura Chapter of the BIA (BIA/LAV) as chief executive officer mid-2005. With a strong background in legislative and budgetary issues, Schroeder now oversees the day-to-day operations for the chapter, including long-range planning, member services, community partnerships and communications outreach. She is focused on building and expanding on the chapter’s public affairs efforts and developing new outreach opportunities to further increase BIA/LAV’s recognition and influence within the industry.
Schroeder came to BIA/LAV from the Oregon Department of Environmental Quality (DEQ), where she was responsible for managing the agency’s Water Quality Division, overseeing the protection of Oregon’s surface and ground waters. She worked for the DEQ for nearly a decade in various roles, including organization improvement coordinator for the agency’s Management Services Division and policy manager. Prior to working at DEQ, Schroeder worked for Waste Management Inc. in a variety of positions, including environmental compliance and policy development.
Born and raised in Ohio, Schroeder has a bachelor’s degree in chemistry and French from St. Olaf College in Minnesota, and a master’s degree in applied information management from the University of Oregon.
Terra Donlon, VP, Government Relations & Public Affairs
As VP of Government Relations & Public Affairs for BIA/LAV, Terra spearheads outreach efforts to elected officials and community leaders in Ventura County, and assists in public affairs in Ventura and Los Angeles.
Terra brings to the BIA an array of public and private professional experience. She has served as Director of Public Policy for the Central City Association of Los Angeles (CCA), where she worked on various quality of life issues confronting downtown Los Angeles, such as land-use development, inclusionary zoning and affordable housing.
Terra’s experience also includes a stint at Burson-Marsteller Public Relations/Public Affairs, where she managed the creation and implementation of the California Building Industry Association's (CBIA) Job Center Housing Coalition. The coalition, comprised of business owners, homebuilders, consumers, and labor organizations focused on eliminating barriers to building and coming up with new ideas on how to solve the California housing crisis.
Terra also worked at the state capitol, serving as a Legislative Assistant to Assemblyman Bob Margett and, eventually, as Legislative Director to Assistant Assembly Republican Leader, Keith Richman. While in Sacramento, she served as a policy consultant for matters dealing with health, education, and the budget, and was a media advisor and principal policy consultant on the Housing and Community Development Committee and the Select Committee on Jobs and Housing Balance.
Over the years Terra has volunteered her time in support of local charitable and civic organizations focused on providing housing for the less fortunate, an issue she has always held close to her heart.
Terra graduated from California State University, Sacramento, where she majored in Political Science.
Joe Cadelago , Government Affairs Manager
As Government Affairs Manager, Joe Cadelago is responsible for the daily implementation of the government affairs program in various regions of the Los Angeles/Ventura territory. Handling correspondence, developing testimony, analyzing proposed local legislation, researching government affairs issues and working with local elected officials and BIA members are a few of his core duties.
Joe comes to BIA/LAV from the National Notary Association (NNA), where he was charged with implementing the NNA's strategic Legislative and Public Affairs Advocacy plans and managed a variety of projects including a nationwide search and selection for the "Notary of the Year" program.
Joe also worked in Governor Schwarzenegger's Administration in the Office of Constituent Affairs as an assistant, and as a constituent affairs representative in charge of the education and consumer affairs portfolios. He went on to serve as a Field Representative in the Governor's San Francisco Field Office.
In 2005, he was the Regional Political Director for the Bay Area for the Governor's 2005 Special Election, a position he also held for the Governor's 2006 re-election campaign. In that role, he was responsible for the 35 counties that made up the Northern California region.
Joe graduated from California State University Chico, where he majored in Political Science, and is on the CSU Chico Alumni Board of Directors and serves on the Legislative Affairs Committee. He is also commissioned by the California Secretary of State as a Notary Public.
Nancy Jordan , Director of Marketing & Member Services
As director of marketing, Nancy Jordan is responsible for all aspects of marketing and member services for the Greater Los Angeles/Ventura chapter. Her core efforts are focused on the recruitment and retention of members, as well as spearheading the management and coordination of member events, educational workshops and fundraising efforts.
The recipient of the BIA Greater Los Angeles/Ventura Chapter President’s Award in 2005, Nancy also leads and manages the Membership, PASS, Land Development Forum, Programs, Golf and Installation committees.
Previously, Nancy was the director of administration for Leighton & Associates and assistant to the general manager/communications director at the Newhall County Water District. She also worked as a property development representative, design and construction, for The Walt Disney Company/The Disney Store, Inc., where she managed property development projects; was responsible for fiscal and project management; and managed vendors, contractors and management personnel.
Maile Imig , Membership and Events Coordinator
As the Membership and Events Coordinator for BIA/LAV, Maile Imig assists in recruiting and retaining LAV membership. She also assists in the planning and coordination of LAV's PASS Events, General Membership Meetings and other events, such as the Installation Dinner and Awards and the Land Development Forums.
A graduate of Loyola Marymount University in Los Angeles, Maile received her B.A. degree in Communications and Fine Arts and most recently worked at Enkeboll Designs in the sales and marketing departments.
